FEMA had 39 medical teams to cover an area of 90,000 square miles. If the location of every person needing medical attention in that area were known it would still not be easy to decide how to allocate the teams to provide the most good to the most people. Every team sent to New Orleans is one less team available to be used in Miss, Ala, or the remainder of La. My understanding of the request from Gov Blanco was she wanted everything they had. Is it a failure of FEMA and of Michael Brown that all the teams were not immediately sent to New Orleans?
